Dr. Huggins was born in Stockton, California  on June 22,
1956, the  youngest of  six  children and found himself in
leadership roles early in life.  He served as student body vice-president  and was  an  outstanding  basketball  star while attending  Franklin High School.  Upon  completion of high school, Dr. Huggins attended U. C. Davis, where he majored in economics and communications.  On Octo- ber 1, 1974, at the age of nineteen  while still a student at U.C.Davis, Bishop Huggins   began traveling  throughout the country As a well sought after evangelist and lecturer and even Had opportunities to minister in parts of Europe.
He was called to pastor the New Testament BaptistChurch in Wichita, Kansas in 1984. In his four- year tenure there, Dr. Huggins built a 700-seat sanctuary, proving himself to be an expert in church  growth and administra- tion.  Through his  community involvement he became a friend of the community at large.  Dr. Huggins returned

himself to be an expert in  church  growth and administration.   Through his  community involve-
ment he  became afriend of the community at  large.  Dr. Huggins returned to northern California
in 1988 and accepted the  pastorate of the Del  Paso Union Baptist Church, Sacramento,   Cali-
fornia.  While serving this church  and being actively  involved  in the United Pastors of  Sacra-
mento Alliance and District Congress of   Christian Education, Dr. Huggins returned to  school 
to pursue formal  theological training.  Dr. Huggins  earned  a Bachelor of Theology and an  hon-
orary  Doctorate Degree from the  Mt. Zion Bible  Institute in Sacramento  in 1989, and a Master
of Theology Degree in  1990.  

On November 11, 1990, Dr.  Huggins  was installed as the pastor of  the Saint Paul  Baptist 
Church,  Oxnard,   California. Since his arrival, Saint   Paul has  grown on all levels and is now 
known throughout Ventura County  for its efforts in  ministry and  community action.  Dr. Huggins
has  also  implemented several church programs  allowing Saint Paul  to develop a comprehen-
sive  ministry for people of all ages.  Dr. Huggins is once again building a church as  Saint  Paul
is in the process of building a family life  center, gymnasium and 1500-seat sanctuary.  He con-
tinues to “build God’s people as he  builds God’s property.”  
Dr. Huggins remains  dedicated to  continuing his education  and received a Bachelor of Arts in 
Religion from California Lutheran University  in 1993 and a Ph.D. in Religious  Philosophy from 
Logos Theological Seminary in 1994.
  

Dr. Huggins’ commitment to  service  extends beyond the walls of the  church.   He is very com-
munity and  civic minded and is influential  throughout Ventura   County.   The vision for the St.
Paul Baptist   Church  encompasses a partnership with the City of Oxnard in the fight  against 
gang  violence.  A component  of the vision is a  Charter School  for young men who otherwise
might  not complete their education and be lost in  the system.  Dr. Huggins serves on various
councils and  boards.  Among them are the South Shore Development Corporation and the Ox-
nard Police and Clergy Council.  He was a  participating member of Congresswoman Lois Capps’
Faith Leaders Day in Washington DC and a panel member at a community forum on environmen-
tal stewardship hosted by Congresswoman Capps held at the St.Paul Baptist Church.  In 2007 Dr.
Huggins was awarded the  “Most  Distinguished Black Citizen” award  by the Ventura County
NAACP.
Dr. Huggins continues to be  sought  after as an anointed evangelist  and revivalist and is consi-
dered a “pastor to pastors.” In recognition of  his passion, dedication and commitment to God
and  the people of God Dr. Huggins was consecrated as Bishop in October, 2004.  His ministry
